Specific Duties:
Conduct operational scientific and technical analysis in support of National biosurveillance

This position will supervise the activities of the Deputy and Assistant Medical Directors at all MTA agencies’ Medical Assessment Centers (MACs). These include New York City Transit, MTA Bus, Long Island Rail Road, Metro-North Railroad, MTA Headquarters, and Capital Construction. The Deputy and Assistant Medical Directors and their staff physicians and physician assistants perform medical evaluations which include pre-placement, periodic/certification, medical surveillance, ability to perform and return-to-duty examinations. The OHS clinicians must render appropriate work status decisions to ensure that employees are safely able to perform the requirements of their positions. The incumbent will be a certified Medical Review Officer who will review drug test results in compliance with DOT regulations and agency policies. In conjunction with the Corporate Occupational Health Officer, OHS management, MAC staff and MTA agency liaisons, will ensure compliance with Federal and State regulations and agency policies and standards. This position will provide testimony as the Occupational Health Services expert in court cases and arbitrations. The incumbent will also provide medical expertise and medical review services for Labor Relations, law, safety and operations departments.


Supervise the Deputy and Assistant Medical Directors of the MACs for New York City Transit, MTA Bus, Long Island Rail Road, Metro-North Railroad, MTA Headquarters, and Capital Construction; and a Director involved in medical appeals, FMLA, paid family leave, short-term disability and ADA practical testing.

Oversee the Deputy and Assistant Medical Director’s performance and supervision of staff physicians, physician assistants and physical therapists

Ensure clinical compliance with agency medical standards and Federal and State regulations.

Provide medical review for over 6000 FMLA applications annually, short term disability, sick leave, reasonable accommodation requests, chronic absenteeism and other medical issues as needed for all MTA agencies. Coordinate/conduct practical ADA testing for New York City Transit and MTA Bus Company candidates and employees.

With the Corporate Occupational Health Officer, serves as Pandemic Coordinator for MTA agencies in situations such as pandemic influenza, Ebola virus, bioterrorism agents, and measles.

Oversee and conduct medical appeals procedures and arbitrations with labor relations and union personnel as provided for in collective bargaining agreements.

Provide clinical guidance, as needed, for employee assistance program clinicians.

Work with Corporate Occupational Health Officer, Senior Directors, Deputy and Assistant Medical Directors and Medical Assessment Center and other clinical staff members as needed for implementation of safety programs, medical review, quality assurance and audit activities.

Work with Corporate Occupational Health Officer to develop, update and implement policies and procedures for the various MTA agencies.


Must have excellent clinical experience and judgment for accurate determinations of ability to perform duties of positions when applicants or employees have complex medical issues.

Ability to train others to implement quality assurance activities regarding medical standards and Federal and State regulations for all OHS clinicians.

Must be able to work with agency management, legal and operational staff and union representatives in formulating decisions, policies and practices that protect the safety of employees and the riding public.

Must be an articulate medical witness/expert on behalf of agency in court cases and arbitrations.

Education and Experience

Requires a license to practice medicine in the State of New York, board certification in an approved medical specialty. Minimum of five (5) years of clinical medical practice with two (2) or more years of supervisory or administrative experience. Current Medical Review Officer certification.

Preferred: Board certification in a primary care specialty or occupational medicine, clinical and managerial experience in a multisite occupational setting, current certification as a FMCSA medical examiner, knowledge and experience in implementing compliance programs with DOT and OSHA regulations.

Job Responsibilities

Under broad supervision, performs high complexity laboratory tests for diagnosis, treatment, and prevention of diseases. Analyzes specimens, interprets, records and reports results.

The incumbent is expected to perform highly technical duties within the Laboratory-Chemical Threat Unit.

Assist in performing a wide range of laboratory tests, pertaining to detection and quantization of agents of chemical warfare in clinical samples, using ICP-MS, LC-MS/MS, GC-MSD and SPE technologies.
Assists in validating and analysis of opioids drug testing at GPHL.
Responsible for performing analysis of proficiency testing samples, necessary for continued support of the state emergency preparedness and response activities and sustaining federal funding through the Public Health Emergency Preparedness (PHEP) cooperative agreement;
Assist staff in the Molecular Biology and Bioterrorism (MB/BT) unit by responding to unknown environmental sample incidents, testing for influenza, testing for Ebola, conducting select agent rule outs, and performing routine diagnostic tests in the MB/BT lab.
Along with CT and MB/BT staff, support the 24/7 state emergency preparedness and response plan by providing coverage when on-call during after-hours.
Adhere to all protocols and procedure manuals without deviation, to include performing and documenting all instrument preventative maintenance according to schedule and document all problems with instruments or reagents.
Maintain a clean, uncluttered work area and offer assistance to other technologists and units when primary duties are met.

Bachelor’s degree in a related science area from an accredited college or university AND Two years of experience in a clinical laboratory AND Certification as a medical technologist, MT (ASCP) or equivalent.
